Why Streams Are Delayed Relative To Broadcast Television
A streamed match arrives seconds behind the same feed on television because the delivery method itself adds latency at several stages that broadcast does not have.

A viewer watching a match on a stream sees events after a neighbour watching the same match on television. The gap is a property of how streaming delivers video.
Where the delay accumulates
Streaming splits video into short segments, and a segment cannot be sent until it has been fully encoded. That alone introduces a wait proportional to the segment length.
The player then buffers several segments before starting, so playback begins further behind again. The buffer is what prevents interruption on an unstable connection.
Distribution through a content network adds another step, since the segment travels from the encoder to a regional server before reaching the viewer.
Why broadcast has less of this
Broadcast transmits a continuous signal rather than discrete files, so no segmentation delay exists. The signal is encoded and sent in one continuous process.
Satellite paths add a small fixed delay and digital encoding adds a little more, which is why broadcast is not instantaneous either.
The difference between the two methods is nonetheless large enough to be obvious when both are running in the same room.
The trade-off the buffer represents
Reducing the buffer reduces the delay and increases the chance of the stream stalling when the connection fluctuates.
Services choose the buffer size to minimise stalls, because a viewer tolerates a delay far better than an interruption during play.
Low-latency streaming modes shrink the buffer deliberately and are offered where the service judges the connection quality can support it.
Why the delay is inconsistent between viewers
Each viewer's player negotiates its own buffer based on the connection it observes, so two people on the same service can be seconds apart.
Device performance matters too, since decoding on a slower device adds a further small delay before the picture appears.
This is why a household with a television and a tablet showing the same match sees goals at three different moments.
What it means for second-screen use
Notifications, social feeds and betting services operate on data timings closer to the venue than to any stream, so they arrive before the pictures.
A viewer on a delayed stream is therefore told the result of a moment they have not yet seen, which is the most common practical consequence.
Suppressing alerts during a match is the only reliable answer, since no adjustment to the stream will close a gap that large.
